Help!?!?!?!Limiter on Stock boost pressure?

I have a factory turbo on my 2002 Wrx. I have also installed cold air intake, 2.75 inch pipes with 4"exhaust tip from the cat. A turbo xs blow off valve and a turbo xs single stage boost controller. I tried to tune it so that it would got to 15 psi.....however whenever I reach about 13-14 psi I get a sharp jerk and my turbo pressure goes back down to 0 for a second and then starts going back up
. Is this a result of the factory ecu? is there a limiter on boost pressure? is there any way that I can change this? Please help me out

thats scary bro factory boost cut is at 18 psi. if the car is doing that you may want to check out your boost gauge. if i were you i would ask someone if you could borrow there boost gauge and check the readings from that one just to make sure to see if yours isn't jacked up. and in case you didn't know if you do good but the stock turbo is only good for 16psi, some people even say thats too much. Good luck
