I would go with a TurboXS turboback and Cobb ECU reflash. The reflash covers way more than just boost levels (plus you don't need a boost gauge). That should be possible with $1500. After that uppipe, IC hoses, and pulley will pretty much max out the stock turbo.

Turboback is the exhaust from the turbo back to the muffler. And as far as the reflash goes I think that you send your ecu to cobb.

Not to be offensive or anything, but how is it that someone can have 461 posts on i-club and not know what a turboback is? The Cobb ECU reflash is done at Cobb's shop in Utah. You send them the ECU next-day and they send it back the same way. Three days of down-time. They plug it into a computer, reprogram it to a predecided map (based on your mods and gas octane you have available), and then unplug it. The entire process takes less than 5 minutes. It only costs $400 compared to ECUtek from Vishnu, RallyPerformance, and others for $800.

To a certain degree, yes. The ECU will adjust to different conditions brought about by mods. However, the reflash will address several things that the stock map will not change or only change slightly. Just a stage 1 reflash with everything else stock is good for 20+ hp. Some Subaru dealers are offering Prodrive performance packages for the WRX which include reflashed ECUs. So, that should be some indication of how safe and efficient reflashing can be.
