Try this.
put the factory restrictor back in the stock location. Turn the boost on the MBC all the way down. You will only get 10 psi like this. Make small adjustments up. Test going up small grade in third gear and go WOT from 2500-300 rpm. Set to about 15.0psi.
You will see boost tapper in WOT from standing start situations but in normal driving you will peg the boost at 15 psi and will stay there. Replace or gut uppipe and EMI chip for more fuel a partial throttle. EMI didn't add any performance for me but adds to life of engine. Uppipe and EMI will lower your EGT's to safe levels.

when you say "spike", ... how long are talking?
IMO, a momentary "spike" to 16psi is Not going to hurt anything. It's 'partial throttle, full boost' that has been known to cause problems(high EGTs). And if you pay attention while driving, that is controlable. (If you're going uphill, and you're getting 'too much' boost at partial throttle, .... Downshift).
And yes, using 'a lot' of vac hose may cause some extra fluctuations in boost, try using the least amount possible.
fwiw, I had my MBC set at 15.5psi for over a year with no problems. And I "drive it like I stole it" pretty much everywhere I go. I would get "spikes" up in the 17psi range. Though I never 'saw' my internals after the year past, a compression test yielded good results.
