boost on partial throttle

I have a 03 wrx and i noticed today that when I hit the throttle a little more than halfway it will hit 1.05 kpa and settle around .95-1.0 on partial throttle. I thouht it only went full boost at full throttle.
Just want to make sure nothins wron
my mods are pod intake and turbo back(cusco downpipe+custom cat-back)

the ecu will allow full boost at 55% throttle or more...

Thanks onefasazn that answers my question I just thought I seen somewhere before that ptfb was only an issue with manual boost controllers Hey scott hows it going. I'm the using the stock boost controller
