You have to connect the boost gauge to a direct manifold connection. It cannot be ported or otherwise restricted or the gauge will not be accurate. It sounds like you may have used the line between the boost controller and the wastegate which would result in the readings you are seeing.

Try using the hose off the blow off valve, thats what i use and i get pretty acurate readings.
