I'm planning on going UTEC, but i want to know is it safe to run with no cats and no ecu tuning/ engine management?

i'm curious if i should get an upipe to finish removing all cats first, and then get a UTEC, or engine management before i run the upipe.

the reason for this is because i'm wondering if it would damage my car to run no cats without tuning it
