don't bother with cai, or with bov. cai has to be done carefully to preserve the way the computer interprets MAF data. the stock bov is plenty good until you start doing other mods to the turbo system.
i just got a my03 5mt sportwagon, and the FIRST thing i'm going to do to it is get some gauges going. 1) boost and 2) exhaust gas temp. they're both very important if you're ever going to start fiddling around with it.

YES. NO BOV! NO COLD AIR. Remove the silencer and be done. Get a flex up pipe, turbo will spool MUCH faster. Great difference. Then turbo back exhaust followed with a reflash. Should be happy happy! for a while. dont rip the gears too much though as the tranny is not too good.

Best bang for the buck part I would suggest would be an upipe to start. That will feel good in itself. Try that out for a while, and if you feel the need for more power, then follow that up with a downpipe and catback (turboback) and then a good tune. As far as Intake and BOV go, spend that money for the parts mentioned above. BOV and Intake = money spent for no performance gain.

Do suspension and tires and rims first... that's where the real fun comes from. The fact that you can grunt your way from one light to another is meaningless. Just get a K&N filter, cut off the silencer, and maybe an axle back if you want the sound. You'll be amazed how much more fun haveing a good suspension is then a stoopid cia or bov, (which do nothing but hurt your engine).. just my opinion though, do whatever you feel is best.
