Talking 02 WRX Boost problems

OK, need some serious help. First i'll start with my mods:

3 inch 5 zigen cat back, perrin DP, Greddy Header, Perrin Intake, Turbo XS FMIC (only have software through stage 1), Turbo XS bypass valve, Turbo XS Utec, B&M short Throw, Center force clutch and lightened fly wheel.

Heres the problem. I bought the car used (no boost gauge) and thing seemed fine (i came from 2 turboed civics) and though nothing of it; the car ran fine as far as i could tell and it was fast. After getting a boost gauge i realized the car was only running 7 psi and i was running 15's in the quater mile with all these mods on her. I went to matrix tunning in portland and they said it was because of the FMIC, but i talked to Jarred from PDX Tunning (same building) and he said it was impossible for that to be the cause of little boost.
Later that week I moved to Pullman for school (WSU). I went home one weekend and got back and the car was now running 3 PSI. ??? What the hell? I did a pressure check (did the intake thing- one way valve in the intake and opened throttle and forced air in and then listened for leaks) I found some in the piping or the FMIC and fixed them. The weird thing is in all the forum they say continue to run air through the car until the boost gauge reads 15-20 psi, but the gauge would only go to 5.5 psi.
Checked it after i fixed the FMIC problems again and found the boost (on the gauge) again would only go up to 5 PSI and that the only sound was coming from a one way valve thats located by the alternator, when i plugged the vaccum line going to the valve the boost went up to 15 psi and held boost until i let go of it (the vaccum line). Went to subaru and talked to a guy and he said just pull it out and put a "t" piece in there. I did it and still 5 psi does anyone have any ideas????

your bov may be leaking...try to borrow a functional one from a friend and see if that helps.

Well its not tuned i was going to wait till I upgraded the turbo, and i'm running a stock td04l for now. Also i chnaged from teh BOV to the turbo XS Racing Bypass valve and still no help so??? Any other ideas??? Thanks for the time guys I really apperciate it cuz i have no options in Pullman its a small town

You aren't tuned!?! Thats the problem...the fmic and cai will cause your stock em to go into a low boost mode b/c it thinks you have major problems. As soon as you get em you should be fine.
