I would get the TBE first, gets rid of the restrict from the cats. Or at least a short downpipe with a bellmouth.

That Unichip needs to be tuned for whatever mods you have. If you deviate too far from what it is tuned for, you risk engine damage. What company tuned that 'Stage 4' Unichip?

That would be Subysolutions... The guy from Subysolutions.... He also told me that.... with all that plus the bolt on headers and down pipe and exhaust that he has, i'll be close to 380 whp....

I looked at Subysolutions.com and it appears as if they do not develop their STi upgrades in-house, but contract GPMoto for upgrades and tuning.

As for 380 whp from headers, turboback, and tuning, that number sounds 'optimistic'. Ask them for a dyno chart posted somewhere. You might ask GPMoto directly to see the charts and find out what type of dyno they used. What's important is that you should go with a reputable tuner that knows how to make safe power for your street-driven vehicle.

Bear in mind that you should avoid comparing dyno numbers from two different dynos, especially if the dynos are from different manufacturers.

IMO, those whp numbers are way off what the stock STi VF39 turbo can produce, even with a good turboback exhaust. You might speak directly with the GPMoto, as they are the ones who do the actual tuning, not Subysolutions.
