My friend had the Cobb Stage 2 with only a Scoobysport uppipe & downpipe. He was very pleased with the setup. He could feel a big difference in power. Later he got the catback and 3rd cat eliminator.

I have the Cobb Stage 2 with the following mods:
Uppipe
Turboback with 1 high-flow mid-pipe cat (BPM Twister Mk iii)
Silcone hoses
Vishnu U/D pulley
1 Step colder NGK Spark plugs (BRK7E)
The difference from no reflash to reflash was wonderful. Power delivery is much smoother and I dropped .4 seconds on my 1/4 mile time. Even boost curve. No partial-throttle full-boost issues. Very worthwhile. Go get one.

I have a stage 2 COBB AcessECU reflash. I got it after I put on a gutted up-pipe and the APS turbo-back. The turbo-back takes away some of the thermal back-loading from the turbo. I could get my turbo to glow bright red or even orange with the stock setup. Now, with more boost and the APS turboback it never gets any hotter than a faint dark-red glow (after crusing at 100+) 
Having a turbo-back is important for the stage 2. An up/down pipe setup is almost the same. I only have 1 cat in the dp now, so ist pretty much same as up/dp replacement on the stock system... Call COBB to be sure
