Could i Rally my car?
93' prez

if i gutted it.
did an ej-20T engine/trans swap
suspension
wheels/tires/ breaks etc

do you think it could make a good rally car? or would it get pwned?

Is it an AWD model? I know a few people rallying older L models with the original engine and they do very well. A new engine would certainly be nice, but it should come last in the list of preparations.

It should do fine, but just to be on the safe side, you might want to consider adding some protection to the undercarrige for the transmission and the drivetrain on the whole.

Unless you're doing some light rallycrossing, in which case it shouldn't be an issue.
