Anyone have any idea what the Pyramic M7 strips do?

According to the limited japanese that i can figure out through kanji (i'm chinese) They're supposed to be some wonder thing that you stick to various parts of the engine bay and somehow it increases performance, and tones down vibrations? If anyone can translate this (i'm lookin @ you ryan), then please end my confusion.
