I'm about 99% sure that's part of an alarm system. If your car doesn't have an aftermarket alarm system, most likely he took it out before he sold it. It's the button for if you forget your keyless entry, you can still unlock your car with the key, and disarm the alarm by turning the car on and pushing the button a certain number/pattern of times.

In regards to Simonsters post
I remember about maybe 10+ years back my brother was dating my sister in law and she had an old legacy her mother gave her. She would let me borrow it sometimes but she said be careful and don't drive it at night because the rear lights didn't work at all. She couldn't figure out what was wrong. Well I was vacuuming the car for her one day since she was cool enough to let me use it and I came across this switch. If I remember correctly it on top of the steering column behind the steering wheel. It said "Evade" on it. I was like WTF is that? Then it hit me and I was like damn how awesome is that! A car with a Evade switch to kill all the rear lights and get away from the PoPo
