Would this pass smog?

if you paint it black then probably, it won't really play with emissions too much, drive the cara little to make the ecu tune to it, but it won't pass visual if it's bright red

It would be up to the smog tech i think.
Call the local BAR office and ask them

the techs around here basically look for anything that isn't stock color (specially blue and red), steel braided lines, polished chrome, or signs of any of the usual suspects (B&M, AEM, DC, INJEN, etc.)
Being a smog tech theyre getting really strict on those laws now, and visual is important part of the smog check, if you have a C.A.R.B. number or an E.O. number you should be fine, but basically for most other shops if its not some flashy color then you should be ok
