It would be easy to organize. However, confirming the kills would be the challenge. Prizes are something different, they would have to be donated.

everyone carries a kill card, you get killed you give it to the assassin.

I'm currently working on a rules and guidelines for the event. As far as the mechanics of how targets are assigned, I've got that figured out. While this is based on the idea of StreetWars, it will not mirror it. First off, weapons; only pistols. An assassin is paid for a clean and discrete kill, not to splatter their target into the next county (and besides, they might be heading out somewhere, they don't need another shower, haha). Targets... More than one person may have the same target (someone's gotta be reliable and get the job done, right?). When a target is killed, all assassins who had that target will be notified of the target's demise and will be instructed to visit the site for new target information. I toyed with the idea of having kill cards and target cards, but the issue of actually killing your own assassin would come very quickly complicating matters. This system would reward the quick and efficient assassins.

So how big of an area are we talking about? The whole bay?

Depending on how many people are interested, there may be multiple game zones. Ideally, I'd love to have the south and east bay (San Jose, Santa Clara, Milpitas, Fremont, Newark, Union City, Hayward, etc).
