TBH scooters have more drawbacks then a motorcycle but share the same amount of risk. Also for the price of a Ruckus you can get an actual MC.

Maybe he doesn't want a motorcycle.....

There was a run on ruckus's last year and they were super hard to find for a while. I'll keep an eye out for them for you. Good luck with the search!
