I wasn't around then, but I was here after 1999 and I do seem to remember a year 2000, which would be year 0 for the decade ending Dec 31 2009.

Old end in 1999, new one starts in 2000. You start counting at zero, and that means that the new one starts at zero, or 2000. (whatever decade you're talking about)
