What is wrong with my WRX? (swishy/watery sound)

Car Info: 02 WRX wgn full STI swap
they probly didn't fill it all the way after they flushed it... There's no way to know really. I just know that getting all the air can be a pain so it would be easy to think it was full when not. it wouldn't hurt anything anyhow.
