What model sig do BART cops use? The P220? P229? Those are common amongst most PD's, probably the P229...

That's correct. When the Sig is in Condition 1 (round in chamber) you can fire the weapon by simply pulling the trigger. The first shot will be double action and all subsequent shots will be in single action mode.
The decock lever drops the hammer to return it to double action mode.

i have a simple solution to this whole issue... don't issue cops tasers.
we'd be better off as a society if half the people they taser and arrest were just out of the genepool instead.

So, again, I ask, if the "troublemaker" was behaving himself, why was he going to be tased?
I suspect the officer was a bully, I am pretty certain he wasn't planning on shooting anyone, but I think it made him feel good to hurt people.
If you intention is to hurt people and you mistakenly kill someone, isn't that murder, because you were intending bodily harm?
I know a parent that I believe was sent to prison on murder 2 charges due to a fistfight over a kids ball game. He was steroid buff and beat the other father to death (roid rage). I think the sentence was murder because he was intending to do bodily harm to the other parent, and accidentally killed him.
NOTE:
Murder 2 : A killing caused by dangerous conduct and the offender's obvious lack of concern for human life.

It would only be manslaughter if he was negligent, i.e. driving too fast, but he was working on giving a non resisting suspect pain (I'm pissed and I'm gonna hurt this guy a little) and killed him in error.
