The arm does have a slight bend to it. Try spraying it down with some WD-40 or liquid wrench.

It does have a slight bend. That's why you need to take the c-clip off and un-attach the arm from the wastegate. Then you can loosen the lock nut and turn the entire "head" of the arm (the part with the loop that attaches to the wastegate).

i took off the c-clip but still couldn't get it loose. I think i was just spinning the arm around and around.

umm that's not good. Do you know how many times you spun it?

If it was one turn, the you should be fine. From what I hear 1 1/2 to 2 turns is ok. Just make sure you put that c-clip back on or the arm might come off.

EDIT: Just keep your eye on your boost gauge during the test drive.

You just spun the actual arm inside the diaphram... no harm done. You have to loosen that nut before you try to spin the arm. You have to hold or secure the end of the arm, then loosen the nut. After you do that, you should be able to turn the end of the arm fairly easily.

BTW, you can leave the arm connected before you crack the lock nut... it might make things easier.
