here's what jumps out at me: "Turbo is used with about 10k miles on it but is in good condition, there is a very small hair line crack on the turbine side near the wastegate hole,it is a surface crack and does not go all the way through so there will be no effect in performance. after talking to 2 different IHI certified repair places about it they both came to the same answer, i would be wasting my money if i bought a new housing because the heat that the exhaust housing see's will swell shut the crack cause the metal expands so much and it would not leak."
I'm already guessing any type of cracking on a turbo is bad, right?

The only exceptions to this I can think of might be things under pressure and when you have dis-similar materials, for example iron and ceramic. Since this is all iron, then it will all swell. Think of force vecors all facing outward from the center.
I don't know if the crack actually goes through or not, but it won't swell to close it!
why does running a glass jar with a stuck lid under hot water make it easier to open? it's all the same temp the jar and the lid are both in the hot water, it's because the air space gets bigger because the lid expands more...the lid doesn't expand to seal the air space tighter.
That's a general answer for most all materials. If you want to know about turbos specifically, give deadbolt a call and see what they think about it, it's one of theirs.

I'm not a turbo expert by any means, but I sure as hell wouldn't buy a turbo with a cracked ANYthing. While his heat expansion theory is somewhat valid for sealing a possible leak, that does not account for the decrease in structural integrity from the fissure. Again, I'm not an expert on these matters, but it seems to me that a component placed under the extreme pressures and temperatures that the turbocharger sees should be completely defect-free.
