It says on their website that it isn't a kit car but I have no clue what it is then and how it's 50-state legal.

its not a kit car because they build it and as long as its under the smog limit for the motor used i think that makes it 50 state legal, but thats only what i have heard. i have never read any legal document that states that as true or false

But doesn't it also have to pass the crash test safety ratings too?

It looks like the car that used to lap the streets in Scottsdale AZ. They used to use it for advertising. They are no different then say a Ariel Atom, This just looks more Detroit looking. Errhh ugly!

That is clearly some kind of fiberglass bodied, tube chassis car, NOT a F1 car. It isn't even an Indy Lights chassis. Practically looks like a converted Malibu Grand Prix car LOL, but more likely something like a Formula Ford/2000 chassis.

1950lbs. Weighs more than a Champ Car. Still a really nice power to weight ratio
