IMO, if an "upgrade" doesn't perform, i.e. doesn't actually do anything to enhance the performance of your car, you don't need it. Therefore, HIDs, to me, are not an "upgrade" and fall under the category of body kits, supermarket spoilers, neon lights, and basically anything else that you see in the Fast & the Furious movies.
With respect to the Cobb Accessport, I will agree that the off-the-shelf maps are not very impressive. They are intentionally made "safe" because they are meant to work on all cars. To really extract its full potential, you need to have a tuner use the Accessport to make a custom map for you. If you do that, I am sure you will notice a helluva big difference over just a downpipe.
Just for "poops" and giggles, here is my list (from a cost-effective point of view):
1. cat-less downpipe
2. uppipe
3. ported/polished manifolds
4. TMIC Y-pipe
5. turbo inlet (maybe)
6. Accessport w/ Custom tune
7. better tires
8. larger rear sway w/ endlinks
9. springs designed to work with stock struts OR KYB GR2's w/ swift springs
10. better brake pads w/ synthetic fluid

^^^looks like a respectable top 10 to me. I really can't wait for my custom tune with COBB Accessport. I plan on making a meeting with EQ Tuning or GST very soon...

Instead, you might want to opt for an off-the-shelf map from one of the tuners (I believe EQ Tuning offers some) that are tailored to fit your current mods. In essence, it's a semi-custom tune - better than Cobb's off-the-shelf map, not as good as a full custom tune. Just a thought...
