Ah didn't realize it happens on PS4 also. I haven't opened my copy yet.
Most likely it's the game then. Since it's built on PS4 then ported to PS3 I am guessing it's just at the max the PS3 can handle. It's showing it's age pretty quick unlike PS3 to PS2.

Also Sony-Gaikai streaming technology doesn't actually reach out to the internet, sense it's all within your household LAN. This is of course different if you are streaming outside of you house (like from a PS4 at work, or using the Gamesharing feature to a friend across town).
Won't be an issue. Playing games online uses a significantly smaller amount of bandwidth then what's typically available within your household LAN environment. So this won't interfere with your 50Mbps-or-so LAN limit (unless you have 30 people in your LAN environment all utilizing that Bandwidth at the same time.
