From the the 3 years of HS French I took (it helped get the chicks, really), I was still able to understand what the people in the video were saying (ok only about 1/10th of what they said). Even after a ten year gap between my last French class and now, I could still recognize that they were speaking French, or at least a form of it. It's possible it's Swiss French, similar to how there is a Swiss German, but I have never been to Switzerland and know nothing of their unique dialect variations.
P.S. Even if the surroundings/license plates/country the video was filmed in is not France, it does not mean the language/people are not French. Just because I am in China and speaking English, does not mean that I am no longer an American.
