Sucked in water through Intake

Sucked in water through Intake
So I drove through a flooded area which must have been knee deep. I was going on an on ramp to 880 south in Oakland. I couldn't slow down enough or avoid the puddle, so I drove right through it. As I drove passed the puddle, the car bogged, CEL came on, and I couldn't get it past 3k RPM's without it bogging.
Stopped at a friends place and checked the intake and my air filter was soaked. So I'm sure the motor is soaked in water.
Any suggestions on what I should do? Can I go after the city for not clearing the drainage which caused that area to be flooded?

ah man.. my buddy has an 08 and he used to smash it through puddles with a cold air intake, sucked up water and car was running ****ty. we did plugs, coils, and oil and car still bad. did a compression test and cylinder 3 had 10 PSI. He took it in to subaru... they couldn't fix it and had to replace the engine.
Let me know what happens. Hopefully nothing like my friends car.

If you hyrdo locked the motor; there is nothing really to be done.
Replace the filter fire it up and see how it runs. If the motor already hydro'd you won't do any more damage than is already done.
You probably just choked out the air intake.

Car runs fine now thank goodness.
Took the filter out, dried it. Also took the MAF sensor out to clean and dry it out. Reset the ecu, let the car idle for 15 minutes and drove it back home without any problems.
