i understand this in court, but my question is if some innocent by stander calls the PD i leave the police come he/she gives the police my plates can i get into truble without the police even being there or seeing it?
I dont know what they would do to try to catch you if it was in the rain. But, how would you know somebody called the cops? If somebody called, you wouldnt know if the cop was coming or not. And when they do come, wouldnt you still swinging it, getting caught in the process?

i know when i see someone on their cell phone yelling at me "im callin the cops, ive got your plate's!" then we leave, and im trying to figure out if cops could show up at my door or whatever

overall i would just try to stay away from doing things like this. i know its a not a car, but i went out with my brothers and a group of people to record them on their street bikes in some industries and a cop pulled up. he said because he didnt actually catch anyone doing anything when he pulled up he will let us go, but he said anyone caught "stunting," he could get them for wreckless driving. as for rent a cops, i dunno how much they really care because when we were there they pulled up first (livermore lab security, btw) and told us not to stop for them, and they just sat there and watched, lol. we even got them on video just sitting there watching, haha.
but anyways, i would just be careful about it, because if someone did report you and a cop pulled up while you were still swingin em, he might be able to get you with wreckless driving.

Swinging donuts in a parking lot isn't as "safe" as it sounds. If it is a public parking facility you can easily be hit with Reckless Driving ("...wanton disregard for the safety of persons or property..."), a misdemeanor. The funny thing is, a person doesn't need to call it in to the PD, heck, less will get done that way. Any person seeing you do it can place you under citizen arrest (CAPC 837) (a misdemeanor qualifies as a public offense). They need only take you to the police station and do a little paper work. Yes, I've researched this; not to catch people having fun in an empty parking lot, so don't worry about me.

if only we had somebody that owned private property with a big empty parking lot, and only let subies on once or twice a week, police wouldnt be able to say anything ^^

The cop MUST see it, my dad always had people calling him about reckless drivers and such, but he always had to tell the people since he didn't see what they did he can't do anything about it. Just deny everything if you do get stopped, and that will be the end of it.

just cuz a cop doesn't see it doesn't mean the violators would get away so easily. usually cops do a followup on the reportings. it wont be an immediate bust. but it'll end up in a bust irregardless (assumingly the violator isn't smart enough to know how to work the system.)

I have had my plates called in numerous times for screwing around in parking lots, even had the cops call me a few times.
Most of the time the cop just called to see if I would admit to it, then when I would give him the smartass "I'm sorry sir, I don't recall ever doing such things...". Most of the time after that, they just give me the speal about what COULD happen and would recommend me to not do it, but since no officer saw it happen they could not do anything about it. They then tell me to have a nice day and that's that.

If a cop never sees it, he can't do **** about it unless there is video/picture proof(remember the law is "without reasonable doubt".. So if there is no video proof... no evidence period... there is a HUGGGEEEEEE area of reasonable doubt, and you can have a monkey win the case in court). I have had a cop try to play that card on me saying that he can prosecute me soley based on someone elses word... i said ok who is this person? he wouldn't tell me their name... so i went "well I just saw person x, street racing and driving drunk" if you prosecute me, you have to prosecute them since I just "saw" them do it..... and that was that... If that was the case I could go around making annonymous phone calls about every liscense plate on the road and get htem tickets for doing **** they didn't do, even if the car is parked on the side of the road, because I "saw" them do something

Yes, for an officer to arrest you or give you a ticket for it they *have* to be there and see it. Don't think for a second that every Joe Schmoe private citizen out there who won't arrest you themself, because one will. Oh, but FYI, according to CA PC 834(a) you don't have to go quietly. Though CA PC 839 states "Any person making an arrest may orally summon as many persons as he deems necessary to aid him therein." I'm just saying, be careful out there.
