shops that can repair stress fractures in transmission case
Does anyone know of any shops that can repair cracks in transmission cases? I overtorqued the drain bolt and it made several stress fractures in the drain bolt area. Some people recommended I get it tig welded but I can't shops around the bay area that can do this. This is out of a Porsche Boxster S.

Yes, tig it, a shop will drill a pilot hole at the terminus of each crack to first reduce further cracking and then will cut a v-notch along the path, heat the part in an oven, and then weld it up.
Now as for actual shops, there's a Porsche shop in Fremont, SharkWerks, I'd talk to him and see what he says. Another choice could be based on where you are since most repair shops, LIC, EQ, GST have all had to get a fix done before themselves. Go in and ask, easy peasy.
[EDIT]DO NOT PUSH FOR THE PLACE REPAIRING IT TO GRIND DOWN THE WELD(S) AND "MAKE IT PRETTY". A weld done right will just sit a little above (thus the second reason for the v-notch) and will actually be weakened if smoothed out.
You can also ask Russ down at R & B Automotive in Redwood City if he's down to try to fix it. He's old-school enough to likely have the ability to do this in house if he's willing.

A normal auto repair shop most likely wont have the equipment to tig weld or the expertise. You need to find a machine shop/fab shop that can weld it back together. That should help you in your search. You might have to take the trans out the car for them to do it though. To properly tig weld it needs to be in an inert environment.

Since you are in SF - I'd consider Roy Brizio's in SSF
