I dunno their culture but this probably does several things... demonstrates the authority of the government, satisfies the masses that the "rich" are not immune, and humbles the "rich" by making an extreme example out of the few violators. (not that behind closed doors the rich don't have their influence)
Notice the reaction of the owner... not spouting mad (in public) like an American would be.
Each culture works it's own way.
A relative in Japan told me that some young 20's guys were tearing up the town with their motorcycles. One night, the police rounded them up, trashed their bikes, and beat the dudes up. The young guys never did it again, did NOT file complaints with the authorities, and there was a general sense of "it has been taken care of, life goes on" with the population. This would never fly in America, but it worked.

I've also heard that murders the the Japanese police force can't solve, they say it was an accident. Hence why the Japanese have a low crime rate.
