Just saw this on the news not too long ago. The founder of trafficschoolonline.com received a speeding ticket in Santa Rosa. He fought the ticket, using the engineering survey as his defense along with illegal speed traps, and the judge dismissed the case. The judge also prohibited cops from using radar enforcement along that part of the road until further notice.

So anybody in Santa Rosa that knows that particular street can speed as much as they want for awhile
