Pay attention to what this guy said...
All Hondas/Acuras have the VIN number stamped on the transmission, and the serial number on the engine is recorded (along with the VIN number of the car it belongs to) in American Honda's master database at the factory. It is illegal to grind these numbers off, and it is illegal to own parts that have had the VIN/serial numbers ground off. It doesn't have to be JDM to be an "illegal" part.
Also, if the numbers are ground off, how can you match them up with the original car, and it's respective owner?

As much as I do think they deserve it, I think this is completely retarded. Why don't they just auction the cars off and keep the money for the state instead of turning them into unusable hunks of scrap? Ok, the owner of the one car was there to watch and he felt remorseful for his actions... But he stated he will continue to race cars and open up a shop to cater towards more people who will probably illegally race on the streets.
