Some DMV's have CHP officers that come and regularly do inspections, if you can't find one, call your local CHP office and ask

i had the same problem. had chp sign it while the state refs were closed but i lost the ticket. went back to the chp when the state refs were open again and they said i would have to have the refs sign it off.. made and appt with the refs and they did a decible test on my exhaust. it was quite the hassle because i swapped my full stock tbe back on

I had 4 inch exhaust, switched it to 3 inch exhaust with silencer and my police station signed it off.
