Rant: Who can REALLY sign a modified fix it ticket exhaust?

So a couple weeks ago, I got a modified exhaust ticket by a SF cop. He told me my exhaust was too loud. He also said since I'm in El Cerrito, I can have any cop sign it off.

Time passes, and today I decided to go to my local police station, and see if there's any police that's able to sign it off. As I go in, I was greeted by one of my high school friend, and he told me he can't sign it off, and proceeded to ask his other deputy that was there. She came up, read the ticket, and said, she too, can't sign it off, and ask me not to hang out around the police station and go flag a police elsewhere.

So now I'm here driving around the busy streets, looking for parked police cars so I can ask if they can sign off my ticket. 15 or so minutes pass by, and I see a police writing out a ticket for this car, so I waited til he finishes up. As I approached him and ask if he's able to sign off a ticket. He goes, "It depends on what kind of fix it ticket it is." So I let him see the ticket, and he goes, "I can't sign this off, as I'm not a specialist and don't know if it's a factory spec exhaust or not." He later said, I have to call CHP and ask for a smog specialist to sign off my ticket.

Now my question is, WHO CAN ACTUALLY SIGN OFF THIS MODIFIED FIX IT TICKET?

When I first got this ticket, I said to myself that it will be easy to fix this. I slap back my stock one on, and get a cop to sign it off, but now it's all complicated, and quite honestly, I'm a bit frustrated as well.

Someone let me know what's going on...

That is exactly what I was thinking, but obviously these 2 cops didn't know that...I gave up, and I'll just try and find a SF cop tomorrow.

Or they just don't know. You'd be amazed at how many cops don't understand the laws they enforce.

I got a modified exhaust ticket in Newark, went to the Newark PD asking them to sign off the ticket. They told me that they can't do it and for me to go to the CHP station. So I went to the CHP station in Hayward and an officer came out, looked at the exhaust and signed off the ticket. So I'd tell you to find a CHP station and ask them to sign it off. They should be able to handle it.
