Yeah, you can, but what's the point? You can't make the quality any better. All you're doing is transfering the data to a different medium. Not to mention it would be a time consuming process.
That's odd. Every movie I ever looked for was available on DVD. Unless, you're looking for some obscure title then maybe. 
Also, if you were to do it, it would be the same as watching it on a VCR. You'd have to edit and make in/out chapter points for it to function like a normal DVD.

for the longest time i didn't even have a vcr, only a dvd player. recently got one for free though so i don't have that issue anymore
there are actually quite a few 80s and early 90s movies out there that aren't on dvd
Get a TV-Wonder (or equivelent) and plug your VCR into the IN plug. Push play on the VCR, and record on the computer and your set. That's the simplest way I know of. Although it's not perfect. not only will you not get good quality due to transfering from one medium to the next, if the VCR has a tracking problem, or the tape is old, it will just get worse. This method records what ever you would see on the TV. If the TV doesn't show a good picture then the Computer won't either.

A good quality tape deck can make older tapes look better.
if you have a dvd burner on your computer, you can get one of those analog RCA receiver things so you can plug in a VCR into your computer via the red white and yellow plugs, then with that file on your computer, you can burn it to DVD.
