A question about Car Modifications in Cali

Eh brah, to be honest with you, 9 times out of 10 cops will leave you alone if you just keep a low profile. Lay off the gas when you pass one (that is, roll by quietly) so you won't attract attention. If one starts following you, don't sweat it. Just drive naturally and normally and you should be fine. It seems as if the most fix-it tickets for mods come as "icing on the cake"; like if a cop pulls you over for speeding or doing something stupid, he'll probably throw on as many violations and citations as possible.
Of course, there is the occasionally harrassment pull-over. If it's really unjustified though, you should be able to take it to court. Also, some cops seem to like to "profile" -- I used to get followed all the time in my WRB WRX when I had blond hair (I'm Asian, so that sticks out haha). Also, out of a pack of speeding cars, I got picked out before because I was the "flashiest" one in the crowd.
But there's one nice thing about moving out of Hawai'i: no fawkin' recon!!!

I would rather deal w/ RECON than the crap you guys put up with. i never saw how good we have it here compared to Cali

Like all the other guys have posted, cops here tend to harrass you more for a moded car. Just to give you a heads up any changed intake is against the law. If you mod your exhaust, there are only 2 ways that it can be illegal. First the decibel level has to exceed 95 and that is really loud! Second it cannot in any way change the factory emissions( ie. eliminating cats). But I would have to say that its not that bad in cali. These guys make it seem a lot worse than it is!

Well when you get hit the the fixit ticket or faced with the 5k fine per cat you tend to hate the cops. Basically just keep a low profile car and you can do whatever you want.
I will say i have heard wierd **** though like even modding your intake is illegal and changing the hoses on the stock I/C to silicon ones are illegal but i can't verify so *Shrugs*
far as driving out of state goes. by CA law i think you are granted a two week allowence before you have to get a license plate but this prolly just applies to people that move to CA.

On the decible level issue, you should check the ordinances of the specific city you are going to. For instance, there are some cities around L.A. where you can't have ANY modified exhaust components. I mean, none! Even if it is quiet, they can give you a fix-it ticket. Just go to the home page of the city you are going to and check out their oridinances. Yes, this state has really stupid laws. Most of the laws here are a joke because people like to be controlled and told what to do instead of thinking for themselves.
I don't need more cowbell dammit!

actually, I dont think this is true either.....I am pretty sure in the Bay Area, they recently changed that law, so now its up to the officers' discretion....I am pretty sure they dont have to carry a decibel meter anymore for that, but if the cop feels that your car is too loud than he can ticket you for it.

Certain cities have tougher laws. Cities can make whatever ordinances they want. Counties/cities can either use the state laws or make them tougher. It is up to them. For instance, Hermosa Beach cops can give you a ticket for having anything other then stock exhaust due to a city ordanance that was past because the people there don't like the kids driving around in certain cars. There are other cities like that. It kind of sucks because you could just be driving through and not live there and they will pull you over. It has happened. Anyway, the 95dB thing doesn't always matter.

Wow, I feel for you guys! I didn't realize modding a car was so tough!
What about guys that build old 60's musclecars that are smog exempt? Do they still have to worry about exhaust level and mods?
