Plant Experts Ivy fell off WALL/FEnce help

Hey, I have this massive Ivy that has been attached to the cement sound wall forever, the wall is about 5 feet tall, It's been there forever. The ivy reached about 3 feet above that. Made it so I don't have to look into the neighbors crappy yard.

The wind blew the sucker so hard it lost it's ability to attached to the wall and basically sagged off the wall.

Is there anything I can do to keep the plant attaching to the wall? Would rubber cement or some crazy thing just kill it? Am I hosed?

Same thing happened to me. We ended up having to take it down. The only thing I can think of is some how anchoring it to the wall with like screws or something.

using hooks or zip ties and let it gets its 'footing' again at the top.

I gotta figure something out. The problem is this sucker is like a freeway cement sound wall, same style material. Not sure how to attach the darned thing, weights that went onto my neighbors side maybe! but the guy is sortuv a maniac.
