open the USB case, pop the drive in to an IDE channel, if you can see the drive, try deleting something off the drive. XP Home can be a PITA!
Try using the 'ultimate boot CD' to access it through DOS, or Linux.
if it doesn't work in linux, then something is seriously wrong.

Linux seems to work pretty well with my filesystem needs. Try making a knoppix boot disk and do your copying from there.
Seriously, knoppix isn't that tough. It sounds like you are geek enough to figure it out.
Procedure:
Download knoppix ISO
burn knoppix
boot from burnt CD
copy files

The knopix idea is a good one. Barring that take both disks to someone who's running XP pro and copy them there. I'm a Mac guy, so I can't help you with XP pro.
It's interesting that Microsft would remove a feature that would help users with legacy data from the "home" version, where users who run into the problem won't understand what the problem is or be able to fix it. Souless vacuum of a company.

You might of already done this, but just check that each drive is set to a different drive letter. Drives do store which drive letter they were set at last time they were hooked up, and having two drives on the same letter can cause issues with all windows OSs. Changing the letter thou is very simple (and should not require a reboot with XP home or professional).
Go to Start-Run
Type in "compmgmt.msc /s" (without quotes)
Look under Disk Management for the drives and drive letters.
Right clicking the drive should allow you an option to change drive letter.
Transfering files from FAT32 to NTFS should not be the issue in any way you do it (even if you do it multiple times). I use a 20GB USB drive that is partitioned with one FAT32 and one NTFS partition for work (I could just use FAT32, but choose to seperate both sets of tools and patches by partition)
BTW, for future. You can convert a FAT32 to NTFS without reformating. It is still better to backup the data before using the tool, but it comes with Windows XP.

I think the boot-disc idea is most likely to help you without having to re-install your OS.
If you can't make it work, I propose that you mount the offending drive to the underside of your skid-plate for a season...
