The official answer is that they want to go after some "big name" free agents, but as all Giants fans know, that doesn't mean much. Just the "we tried but it didn't work out" excuse that gets regurgitated every time. They won't pay Greinke top dollar, or Price, or Cueto, or whoever. Outfield free agents Alex Gordon, Justin Upton, Yoenis Cespedes, etc are still not going to come to the Giants unless it's a reasonable contract (in the Giants eye), and that's not happening either.

There are only a handful of teams that are willing to pay Greinke with a hefty contract, and that includes the Dodgers. Yankees, Red Sox, Angels, and Nationals. Giants will "attempt" to get him, but it's not gonna happen unless he wants to go to SF and take a small pay cut.
Giants haven't signed a high priced free agent starting pitcher since Barry Zito. The only time they give out big contracts is if the guy is home grown or is currently playing for the team. They won't pay for big name free agents.
