while I agree with you that this was a freak accident and hindsight is 20/20, the fact still remains that none of this would have happened if there wasnt a crane out there for him to hit. Going forward Im sure they will never bring a crane out onto a track before all cars are behind a safety car.
The conditions sucked and there was lots of yellow in that area. Jules didn't slow down enough and crashed.
No way this is on anyone but him.

I agree.
It sucks that he crashed but it is no ones fault but his.
They use the tractors/cranes at EVERY race.
The rate in which he his the crane after sliding that far across the outside of the track shows he was clearly going way to fast on track.

Technically that station is after the incident so it would be green.
Ehhh... looking at other angles, that station is really close to the incident. I thought it was a little further down the road.

That station is after the incident headed down to turn 8.
It is VERY close to the accident but it is after, and there was no cautionary incident after that stand. (you wouldn't see the green flag until after the accident)
The Flags are to warn you what is coming up.
A caution at a station after the incident would mean that there is yet another reason to drive slower beyond what you have already passed.
