Unhappy newbie need help! Police told me to see state referee

Few nights ago, I've got pulled over with my wrx, because of tinted window but officer did not give me any ticket for it. Instead he ask me to open up my hood and told me to see the state referee, because of modified big pipes from FMIC and bigger turbo, also AEM short ram with k&n airfilter. Officer just mentioned about big pipes and airfilter only nothing else. Is short ram with k&n airfilter illegal too?
And he also wrote down loud exhast. I have catless catback exhaust system. I can put origonal exhaust system back on, but I am not sure what I need to do under the hood? Any suggestion????? Please let me know.

Looks like you might have to go back to stock before visiting the Referee!

Time to put the intake and exhaust parts to stock. Stock turbo, TMIC...

then go get an appt with the state ref in alameda.

if you pass smog, and you should, you'll be ok. I don't know what the fine is reduced to, but it won't be much.

If you search around the forums, you'll find that a guy name A.V.E has the same problem. Try finding his thread about it.

Stock airfilter, stock air inlet, stock turbo, stock TMIC. This is the intake side

Stock headers, aftermarket uppipe might be able to get away with i dunno, stock turbo (again), stock downpipe, stock catback (They do a sound test)

basically you're lucky he didn't tag you for missing cats. Not fun.

I'd say this. The state ref isn't stupid. They will catch everything that does not have a C.A.R.B. cert tag on it. If they happen to be cool they will let some things slide but I wouldn't risk it. With my old civic I passed with a cam/cam gear and an AEM cold air with no tags...painted it. But the guy knew what it was...seen them before..haa.

anyways. If it doesn't have a cert. Take it off.

I've got a stock cat back you can borrow. but you should be able to leave your aftermarket one on. But if you want it let me know.
