Out here in Sac, I have seen a few local agencies that have undercover cars. Rancho Cordova has or had a 6th gen 2003-2008 nissan maxima... no visable red and blues but he had them behind the grill and the headlights and foglights were strobes... I was pulled over by him years ago.
I also saw a White 2008+ Expedition with a few antennas, CA exempt plates, clear strobes behind the rearview and strobes on the front corner of the bumpers. That was actually today in Roseville.

I've seen a few Chargers (not the new ones, though) here in Daly City with blacked out windows and the lights. A couple of times doing (otherwise illegal?) U-turns at the Century theatres, or racing up Hickey Blvd (towards Skyline).
No idea if they really are officers, though.

I know there were a few impounded 350zs in Texas when I was living there that would instigate a street race and then pull you over immediately after you bit..

Keep seeing a mid-2000's Pontiac Grand Am coupe, green, with strobes in the headlights/fogs/tails and red/blues in the grill. Gang Task Force I believe, since it's in the 'hood all the time.

Just throwing out there, almost a year ago,
I saw a beige previous generation Honda Accord V6 sedan not with red/blue lights, but integrated wig-wags in the stock headlights and taillights [white up front, red in the rear] on the scene of some kind of traffic issue on the shoulder of
northbound US-101 between South San Francisco and Palo Alto (can't remember location very well).
