New Smog Law in 2013? No Tailpipe Readings?

SmogTips.com - AB 2289 - Smog Check Law California. No more tailpipe smog test. Elimination of tailpipe smog check testing for 2000 model vehicles and newer.
Set to begin January 01, 2013; Model year 2000 and newer vehicles will no longer require the tailpipe emissions test portion of the smog check process. AB 2289 will require late model vehicles be administered the smog check's visual and functional tests only.

My mothers mechanic told me about this as well , I hear that if they do end up catching you for illegal mods they will impound your car.

On a serious note, does that mean any CBE is an illegal mod?

not exactly sure how everything works thats just what i had heard. didnt really get to many details on it.

It basically means you DON'T have to worry about the Tailpipe aka catback system. So I guess for US AWD and 4WD peeps, it's just the gas cap and OBD 2 tests.

This is how Nevada has been doing it for a while now. Quick visual inspection and an OBD II test to check for codes.

Does it check for codes disabled (P0420 etc.)? I imagine with the visual still in place, most people with modified exhausts will still be "returning to stock" regardless.

A lot of smog shops are disregarding this and still performing the full inspection.

My humble guesses:

1) There's still more than half a year before the new law comes into effect.

2) It says the tailpipe portion is not REQUIRED, but that doesn't mean it can't be done.
2a) If that's the case,maybe smog shops are able to charge more for it and want to preserve the higher revenue.
