The camera did mark the times between pictures of me stopping and making the turn, stopped at 1:11:20sec pm and made the turn at 1:11:21.8sec.

I was talking to my friend today, and he works at the In and Out over on Millbrae, and he says that camera at least snaps 4 to 5 pictures every hour. So in terms of making revenue the city of Millbrae has quite the money maker right there. Don't know if thats gonna help my cause though because Im sure they deal with hundreds of people on a daily basis fighting these tickets.
