need help with paint

for some reason i have noticed this hard surface that has been building up on some spots of my car. it's like a liquid which has hardened and it looks like a bunch of waterspots. i've tried polish, scratch remover, some dawn, and clay.. and i can't get rid of it! i looked it up on some sites.. and supposely its tap water that has been baked inthe sun and the minerals within it have like stuck onto the car somehow.. if any of u had this problem before.. could u please tell me how to remove it!? because this is SERIOUSLY pissing me off >O!! i've been at it since yesterday and all im gettin is a bunch of swirl marks.. GRrRR

help please~!

If you have time I can look at it this week. I am in San Jose. I am a Journeyman Painter, and do detailing on the side...I have buffers and compounds that could work.

Let me know....
