Most of the reason for new anti-smog laws are to generate revenue for the state, IMO. If Smog Check II was the ultimate answer, then why are gross polluters spewing clouds of blue smoke still allowed on our freeways? I know you've seen and smelled them. They are still somewhat exempt if they are gross polluters due to 'normal' wear and tear and the repair bill is unreasonably high. This loophole exists because of a bias in favor of poor people, which in itself isn't an evil thing, but we end up footing the bill for a useless chassis dyno test program that doesn't make the air any cleaner. Eliminate the visible gross polluters and I think it's reasonable to assume that the air quality will be better.
