Correct. As you and I are both aware of though, Lucas lost his mind during the mid 90's when he decided it was a good idea to not only remaster the sound/picture and special effects, but to REMOVE AND ADD NEW SCENES to an already perfect trilogy. Therefore it is clear that the discrepancy in Ep. I with the sand people during the pod race, was due to him having lost his mind before having even begun production on Ep. I. Clearly he had no idea that the sand people are NOT supposed to be able to hit a pod racer at long range.
