there are area's east of livermore/east of the lab that are very dark.

but you can go further down the roads a bit to patterson pass, and goto the place where they call it the "windy spot" at the top of the hill before it starts going downhill. there is a spot to pull over and park, but it's pretty windy up there

Yes, but if the clouds prefer to form a high overcast you're screwed there too.
I think out farther on San Antonio/mines is going to be less crowded and if the weathers nice, it might be better farther out, but the observatory is certainly a good place to start from.
