For those waiting in line to purchase a parking ticket, having exact change of $5 per car will help out because the volunteers won't have unlimited dollars to make change for larger bills.

For those volunteering, I suggest purchasing all of the tickets, then parking your car to get a good spot, and then walking back to the entrance to sell the remaining tickets. It's a bit of a trek on foot but you won't have to sweat finding a parking spot after you've sold the remaining tickets.

Last year I was near the front of the line. Once I'd paid, my fiancee (now wife) parked the car while I pulled $100 out of my pocket, and told the ranger to simply start ringing up the tickets.
The process was simple. He rang up twenty tickets, put the tape on them, and I collected $5 from the car, slapped the pre-taped ticket in, and people were through in ~15 seconds (less if they had exact change). I'd take the large bills that I got from collecting money, and buy 10 more tickets. We kept this going until the line was thinning, then I collected the money to reimburse myself the original $100.
The reward? I'll simply say that checking out (briefly) each car coming in was a reward in itself. Being able to greet the members, especially the ones I recognized was a good reward. Some really nice cars passed through, that I wouldn't have had time (or the inclination) to check out otherwise.
