Oh hell....I don't think you should even need a OBD2 capable ECU at all. As long as the car passes sniffer, I don't give a rip. Screw the visual and OBD inspections.

+1 who cares as long as it passes... I think the reason this won't happen is that the state gains too much revenue from these citations.
OT: Did anyone else hear about how arnold wanted to save money by not requiring a front plate?

Yup - the requirement that you can't mod cats is silly. I mean, the official goal of all this (which means not the revenue goal) is cleaner air. As long as you can match the clean air requirements, I don't care if you do it with an oily rag and duct tape!

I also want to include ALL cars in the sniffer requirement. None of this 'my car is a vintage mustang' crap. If you want to drive it on public highways, make it clean. It certainly CAN be done. Can't make the car clean enough? Use a bike, public transport or get a loan to buy a cat.

Screw the elected officials. Read my earlier post. I'm writing legislation for an inititiative to do it.
