Interesting point

However, still remaining in the CPI is a significant part of quality change and new goods bias
and outlet substitution bias. Especially, the effect of having new products available in the
marketplace on the COL has yet to be accounted for. While including new products more rapidly
in the weights may alleviate potential bias, it does not fully account for the effect on the COL of
having new products available. Having a different choice set itself has an effect on the COL as
consumers' substitution opportunity changes.
